Policy Development & Strategic Planning

The Strategic Brain of the Hye Diaspora Congress

Purpose

To provide strategic direction, policy coherence, and long-term alignment across all activities of the Hye Diaspora Congress.

Mission

To formulate evidence-based, long-term policies and strategies that guide all Congress departments, programs, and partnerships—ensuring coordinated action, measurable outcomes, and sustainable impact.

Vision

A global Armenian diaspora guided by foresight, coordination, and measurable impact, rather than reactive, fragmented, or short-term actions.

Why This Department Matters

Without strategy, even strong institutions lose direction.
Without policy coherence, programs compete instead of reinforcing one another.

This department ensures that every initiative of the Hye Diaspora Congress serves a unified vision, advances clear priorities, and produces measurable results.

Strategy turns intention into direction.
Policy turns vision into action.

What We Do

The Department of Policy Development & Strategic Planning serves as the central hub for:

  • Long-term policy formulation
  • Strategic planning and foresight
  • Performance measurement and evaluation
  • Alignment of all departments with shared objectives

This department ensures that the Congress operates as one coordinated institution, not 21 isolated units.

Core Areas of Work

  1. Policy Framework Development

We design and maintain the overarching policy frameworks that define:

  • Congress priorities
  • Policy positions
  • Cross-department alignment

These frameworks guide all departments and programs.

  1. Strategic Planning & Foresight

We develop:

  • Annual action plans
  • Mid-term strategic roadmaps (3–5 years)
  • Long-term vision plans (10+ years)

This ensures continuity beyond leadership changes and global disruptions.

  1. Performance Measurement & KPIs

We define and monitor:

  • Key Performance Indicators (KPIs)
  • Impact benchmarks
  • Outcome-based evaluations

Programs are measured by results, not intentions.

  1. Policy Review & Adaptation

We continuously:
