The Department of Policy Development & Strategic Planning serves as the central hub for:

• Long-term policy formulation
• Strategic planning and foresight
• Performance measurement and evaluation
• Alignment of all departments with shared objectives

This department ensures that the Congress operates as one coordinated institution, not 21 isolated units.
