DIASPORA GOVERNANCE & INSTITUTIONAL DEVELOPMENT

The Institutional Backbone of the Hye Diaspora Congress

Purpose

To serve as the institutional backbone of the Hye Diaspora Congress by designing, safeguarding, and continuously strengthening its governance architecture.

Mission

To design, maintain, and continuously improve a democratic, participatory, accountable, and resilient governance system for the Hye Diaspora Congress—ensuring long-term institutional stability beyond individuals, short-term initiatives, or political cycles.

Vision

globally unified Armenian diaspora operating through a stable, democratic, and enduring institutional system that is trusted by communities, partners, donors, and governments worldwide.

Why This Department Matters

For decades, Armenian diaspora efforts have been active but fragmented—driven by goodwill rather than coordinated systems.
This department exists to ensure that the Hye Diaspora Congress functions not as a loose network, but as a credible global institution.

Without governance, movements fade.
With governance, institutions endure.

What We Do

The Department of Diaspora Governance & Institutional Development is responsible for:

  • Designing and maintaining the governance structure of the Congress
  • Defining clear roles, mandates, and decision-making pathways
  • Preventing duplication, fragmentation, and institutional drift
  • Ensuring leadership continuity and generational transition
  • Aligning all departments with the Charter, bylaws, and long-term strategy

This department ensures that every other department can function effectively.
